What we know
TxDOT's NHHIP Segment 3 reconstructs the freeway system around downtown Houston. The plan moves I-45 alongside I-10 north of downtown and alongside I-69 to the east, replacing its current route along the Pierce Elevated. I-45 and I-69 would run below street level through part of the east-side corridor, with new downtown access connectors. Drainage package 3B-1 and I-69 package 3B-2 are under construction; other packages remain planned. Structural caps could support future public spaces developed by others. Those potential parks are not treated here as confirmed park projects. This overview covers the downtown portion of the larger NHHIP corridor.

Compare how the documented project program has been presented over time. Earlier plans, marketing figures and later construction details are not necessarily evidence of a facade redesign.
