What we know
Segment 3B-1 builds the drainage system needed for the downtown freeway reconstruction, including an outfall to Buffalo Bayou, large box culverts, detention and reconstruction of St. Emanuel Street. The $121.8 million contract was awarded to Harper Brothers Construction in June 2024, and construction began in October 2024. TxDOT lists anticipated completion in 2027. This package has its own contract and construction schedule, so it is tracked separately from the freeway mainlane and reroute work.
