What we know
Segment 3D is the planned portion of the downtown freeway reconstruction most closely associated with the I-45 reroute and Pierce Elevated transformation. I-45 would move to the east side of downtown alongside I-69, with both roadways below street level between Commerce and Dallas streets. New connectors would provide access to western downtown streets. The Pierce Elevated would stop carrying freeway traffic; TxDOT describes removal or repurposing as possible outcomes. Structural caps offer opportunities for later public-space development. The existing 3B construction packages do not mean this reroute is already being built.
